Pursuant to Chapter 38.52 RCW, the city hereby establishes an emergency management organization for the purpose of performing local emergency management functions. This organization is designated the city of Everett emergency management division and shall perform functions only within the city and outside the city as authorized by law. (Ord. 2811-04 § 1, 2004.)
