Vacancies occurring otherwise than by expiration of terms shall be filled for the unexpired term in the same manner as the original appointment was made as set forth in Section 5.2 of the city charter. Members, including alternates, may be removed by the mayor, with approval of the majority of the city council, for neglect of duty, malfeasance or misfeasance in office, or when such appointee misses three successive regular meetings. Members shall be selected without respect to political affiliations, shall serve without compensation, and the appointees shall constitute a cross section of the community representing different interests, geographical areas, trades, professions and activities.
