The office of finance and budget director is established. The finance and budget director shall have the authority and responsibility for the direction and supervision of all accounting methods and procedures for all departments of the city and shall be in general charge of all financial operations of the city and shall report directly to the mayor. In particular, the finance and budget director shall have the authority and responsibility for the supervision and direction of the city clerk department, the parking meter department and the treasurer department.
