The purpose of this chapter is to provide a method for compliance with the Statewide Commute Trip Reduction Law of 1991 (RCW 70.94.521 et seq., as amended; Chapter 202, Laws of 1991). The commute trip reduction ordinance shall not be used as a substitute for reviews of projects under the city’s traffic mitigation ordinance or other city requirements for compliance with the State Environmental Policy Act (SEPA).
