Unless otherwise specifically provided, no license issued under authority of this title shall entitle the holder thereof to maintain or conduct the business, trade, occupation, calling, exhibition or entertainment, for which the holder has procured such license, at any other place or location than that stated in such license, except upon written consent of the city clerk first had and obtained; provided that the consent of the city council shall be required to authorize such changes in location under licenses granted by the city council.
