Except as otherwise specifically provided in this title, the budget and finance director shall have general charge and supervision of all matters pertaining to the enforcement of the provisions of this title; provided however, that nothing in this section shall be so construed as to excuse any member of the police department from arresting and prosecuting any person found violating the provisions of this title.
