No person shall work as a manager or entertainer at a public place of adult entertainment without having first obtained a manager’s or an entertainer’s license or permit from the city clerk pursuant to this chapter. The annual fee for such a license shall be fifty dollars. Additionally, each applicant for a manager’s and entertainer’s license shall pay a fee in the amount of five dollars to cover the cost of the picture required by this chapter.
