No person shall conduct the business of traffic escort service or traffic control service within the city without first obtaining a license as hereinafter provided from the city clerk. “Traffic escort service” means the utilization of persons and/or vehicles to accompany and guide other vehicles through city streets, and “traffic control service” means any exercise of control over vehicular and/or pedestrian traffic movement upon the public right-of-way in connection with construction or demolition activities or movement of large or oversize objects upon the right-of way.
