All persons who stand, remain or congregate upon any public street or sidewalk in the city in such manner as to obstruct, prevent or interfere with the free and unobstructed use of such street or sidewalk by other persons and who fails or refuses to move on or disperse upon being ordered to do so by any police officer, or other peace officer, are declared to be disorderly persons.
