The utilities division shall have the right to shut off or turn on the water from its mains and services at any time, without notice, for repairs, construction, reconstruction, maintenance, operation and other purposes, without liability for injury to persons or damage to property of its customers and others. The utilities division will endeavor to notify customers where practicable but shall not accept responsibility nor liability for injury to persons or the safety of boilers, hot water tanks, appliances or other property on the premises of any water consumer.
