When requested by a public corporation in order to secure or carry out federal grants or programs, the city may waive compliance by the public corporation with any particular provision of this chapter, other than Sections 2.104.010, 2.104.140(A)(3), 2.104.160, 2.104.170, 2.104.360 through 2.104.380, 2.104.390(C), 2.104.420, 2.104.440(A)(2), (A)(3) and (A)(8), and 2.104.450, which may be inconsistent with the terms and conditions of the federal grant or program insofar as necessary to enable the public corporation to secure and carry out such grant or program.
