The mayor, or the mayor’s authorized representative, shall be the personnel officer of the city. The personnel officer shall prepare and administer all city personnel matters from comprehensive personnel rules and administrative procedures based upon this chapter and Chapter 2.68. The responsibilities of the personnel officer shall include, but are not limited to:

A. Preparation and recommendation of a classification plan for consideration by the civil service commission and the city council and the preparation and recommendation of revisions to the classification plan for its maintenance and revision;

B. Recruitment;

C. Work effectiveness programs;

D. Personnel Files.

1. Such personnel files shall be the official city employment history of city employees and shall contain all civil service records, reports of personnel actions, original copies of all correspondence and memoranda primarily relating to the employee and any other material deemed appropriate by the personnel officer. Records of a criminal nature shall be kept in other locations, but in such cases a notation of their location shall be placed in the individual’s file,

2. Access to an employee’s personnel file shall be restricted to the employee, the employee’s authorized agents, the employee’s supervisors, the civil service commissioners and the city personnel staff. An employee may have written comments placed in the employee’s file at any time;

E. Performance records;

F. Grievance procedures under collective bargaining agreements;

G. Disciplinary procedures;

H. Administration of:

1. Pay plan,

2. Eligibility lists,

3. Layoff procedures and policies,

4. Hours of work and holidays,

5. Other fringe benefits,
