Any person, company or corporation engaged in the business of city scavenger for the purpose of removing the contents of privy vaults, cesspools, sinks or private drains, and of removing garbage, offal, swill, ashes and other house refuse, and every person, company or corporation engaged in said business shall be deemed a “city scavenger” within the meaning of this section.
