The superintendent of the sanitation utility shall be a person experienced in the management and operation of garbage collection and disposal systems, and while such person need not be a licensed civil engineer, such superintendent shall possess such background and experience in the operation of all necessary equipment used or to be used by the city in the collection and disposal of refuse and waste material. The superintendent shall be under the direction and control of the commissioner of public works. The superintendent shall be nominated by the commissioner of public works, and such nomination shall be approved by the majority of the Everett city council. Said superintendent shall have under said superintendent’s management and control, subject to the commissioner of public works as aforesaid, the management, maintenance and operation of any sanitary waste disposal site or facility, and shall have general supervision of the collection of refuse within the city, and the management and control of any municipal operation in the area of refuse collection, or the enforcement of any ordinance or regulation dealing with commercial collectors of refuse acting within the city.
